The establishment of the center goes back to formation of Extension Army(1966), which had been supervised by the minister.

The establishment of the Imam Higher Education center in the newly founded organization of Jihad-e-Sazandegi goes back to 1980

The center is an outcome of the merging of two ministries: Jihad-e-Sazandegi and Agriculture in 2001.

IHEC has had a special focus on the application of innovation and modern technologies in agriculture in accord with the given mission. This training center currently plans and carries out diverse training and executive programs. The following are part of the tasks in innovative development and knowledge-based agriculture in this center:

- The establishment of knowledge-based companies and agricultural and technological units, skill learning plans for agricultural startup or professions

- Virtual and online educational programs of entrepreneurship and innovations including education , extension and research site visit tours

- The support for start-up business ecosystem in respect to innovative development and knowledge-based agriculture
